David DesLauriers testified as an expert witness on behalf of Hydro One Networks, Inc. in a technical hearing held on July 28-29, 2022 before the Ontario Energy Board in its formal proceeding (OEB Docket EB-2021-0243) that investigates the currently effective electric export transmission service rate for Ontario sourced transactions. CRA’s expert testimony supported an Electric Export Jurisdictional Rate Study which CRA conducted in 2021. The CRA study evaluates how rates for electric export transactions are set in major wholesale electric markets in North America and reviews the regulatory rationale for those rates.
The Board is expected to make a final ruling in the matter by the end of the year.
