On 7th November 2018 the European Commission approved the Daimler-BMW joint venture that will combine their services in free-floating car-sharing, taxi dispatch, multimodal online mobility integration, parking and electric charging access services. The Parties overlap horizontally in free-floating car-sharing provided via the car2go and DriveNow apps in cities across Europe.
The Commission’s approval is subject to the implementation of remedies in six cities in Germany and Austria. To remedy the concerns in these cities Daimler and BMW will grant access to third-party mobility service aggregators, and grant third-party car-sharing providers access to Daimler’s “moovel” integrator app.
CRA supported Daimler and BMW in demonstrating that free-floating car-sharing competes with various means of mobility including public transportation, among other types of services. CRA worked on the design, implementation and analysis of a customer survey; documented the substitution between car-sharing and public transport in the presence of public transport interruptions; and provided an assessment of the evolution of the mobility sector and the abundance of past and planned future entry into free-floating car-sharing.
