Michael Kemp is an expert in policy analysis, with particular experience in the use of sophisticated survey research methods and in transportation economics and planning.
Formerly a vice president and the director of survey research for CRA, he has over 40 years of experience in all aspects of market research in the United States, the United Kingdom, and a range of other countries. He has substantial experience both in commercial market research applications (for example, in life sciences, fast-moving consumer goods, automotive equipment, financial services, and media research) and in the use of surveys for public policy purposes (transportation, employment, and housing). Mr. Kemp’s expertise ranges from designing and directing very large-scale or multinational surveys (such as the British Government’s National Travel Survey) to small qualitative studies. He is frequently asked by counsel to appraise the quality of survey evidence submitted in litigation and regulatory proceedings. He was a full member of the (British) Market Research Society from 1968 through 2008.
Mr. Kemp’s transportation expertise includes demand analysis and forecasting, pricing, marketing, capital investment and service planning, and program and project evaluation. He served for six years as chairman of the National Academies’ Transportation Research Board Committee on Public Transportation Planning and Development, and he has consulted on transportation policies to the governments of China, the Netherlands, Puerto Rico, Saudi Arabia, Turkey, the United States, and the United Kingdom. He has written extensively on the demand for passenger transportation services and is co-author of the chapter on urban transportation in the North-Holland Handbook of Regional and Urban Economics.
