Howard Schneider

Senior Consultant to CRA

Howard Schneider is an expert in financial and commodities markets and until May of 2018, was chair of PJM Interconection LLC.

Mr. Schneider was on the PJM Interconnection LLC Board of Managers from 1997–2018 and has had significant involvement in many industry matters and events which occurred in the last 21 years. PJM is the operator of the largest power grid of the United States. During that period, he was involved in PJM’s expansion and evolution as a leading RTO/ISO. He has extensive federal and state regulatory and industry experience.

Before affiliating with Charles River Associates as a senior consultant, Mr. Schneider was a managing director at Navigant Economics, General Counsel at MF Global Ltd., a partner with the law firm Katten Muchin Rosenman LLP, and the first general counsel of the Commodities Futures Trading Commission.

In addition to his energy industry experience, Mr. Schneider has extensive legal and consulting expertise in derivatives/futures law, corporate, and securities, particularly as these issues affect futures commission merchants, broker-dealers, hedge funds, and other financial institutions. He has been legal counsel in both the derivatives/futures and securities fields, as well as in general corporate, mergers and acquisitions, corporate governance, and legal ethics.

He is a member of the American Bar Association where he formerly chaired the Committee on Futures and Derivative Instruments and the Association of the Bar of the City of New York where he formerly chaired the Committee on Futures Regulation.

Mr. Schneider is a frequent lecturer and author on the topics of securities law, future and derivatives law, mergers and acquisitions, law firm management, and legal ethics. He is admitted to practice law in New York.
